The Grand Camp says it is a member who is paid up on their dues. Definitions also find:

if you meet the body's standards, your membership fees are up-to-date, and you are not currently subject to any disciplinary actions or penalties.

This includes any person who has fulfilled the requirements for membership in such organization who neither has voluntarily withdrawn from membership nor has been expelled from membership after appropriate proceedings consistent with lawful provisions of the constitution and bylaws of such organization. They have signed a membership card.

Local Camp 14 does not have specific definitions at this time other than as a member who has paid their dues and the camp is in good standing
